The University of Washington MS degree provided advanced training in geospatial technologies. The course provided advanced training in web mapping development in various JS libraries to include Leaflet, ArcGIS, and Google Maps API. We utilized the IOS Mapkit framework to display and create specific IOS mobile apps for editing, geolocation, and routing services. We utilized industry software, hardware and open source software to develop our own specific location-based services, location-based data analysis and visualization techniques. My capstone thesis and app were based on the utilization of GIS during emergency management and integrating social media for shared situational awareness during a response.
My degree at Washington State University provided the foundational college education in business, finance, sciences, and Information management. At the core, the DTC program provided web design, digital media, and front-end web development training and provided an internship that honed the specific areas of interest. My internship involved the redesign of the 4H WSU extension at Snohomish County.
As the IT project and plans manager, I manage multiple concurrent large to medium scale projects during the fiscal year that range from telecommunications, network infrastructure, software transitions, software application development and GIS application development. I ensure our projects meet both security and OCIO regulatory requirements for the agency. Lead and facilitate monthly executive and stakeholder meetings to discuss agency projects, service level agreements, and strategic goals of agency and how our current portfolio is helping to achieve those goals. In addition, I coordinate with external agencies and working groups to collaborate efforts in emergency communications. Lastly, I embrace lean principles and try to make small improvements within our workflows and process when possible.
I was assigned to develop a desktop and mobile application that allowed the responders to edit map services in order to have shared situational awareness during an incident. I recruited and secured funding for another developer to help assist with the development of the initial version of the application. Responders and users had the ability to use the app on their mobile device and are not limited by previous bandwidth constraint. The operations center was provided a dashboard and a map view of the incident with specific key performance indicators. The app assisted executive leadership in crafting their decision based on vetted data.
I developed a plan based on the project sponsor’s intent and vision in order to build the first interoperable gis application for the agency. As the technical project manager and lead, I constructed a project plan, identified software needs that met our regulatory and security requirements, secured funding, recruited engineers and established executive governance for the agency based in the impact of the app that crossed multiple departments. In addition, I used my SQL knowledge to assist the team in troubleshooting database issues and user authentication when needed. Lastly, I established connections with other external partners to obtain industry best practices and share ideas. We developed a unique application that leveraged external apis that provide a wholistic picture of our environment.
